CALVERT INDUSTRIAL MUTUAL AID PROGRAM (C.I.M.A.P.) CHARTER

I. PURPOSE

The Calvert Industrial Mutual Aid Program (C.I.M.A.P.) is an organization composed of industrial companies operating in the Calvert City, Kentucky industrial complex.

The purpose of the Calvert Industrial Mutual Aid Program is to establish a plan of cooperative action whereby members will assist another member company involved in an emergency, which is beyond the member company’s ability to control. Such aid or assistance will be made available upon request of the affected member, and unless requested, other members will not respond to the emergency. The purpose is extended to include facilitating communication and cooperation with local civic agencies to provide assistance to CIMAP members and the public.

 

II. SCOPE

It is fundamental for membership in the Calvert Industrial Mutual Aid Program that each member company shall have plans for handling emergencies of the type that are likely to occur within its facility and shall have the necessary personnel and equipment available to implement these plans. By their acceptance of the Calvert Industrial Mutual Aid Program reciprocal agreement, members express their willingness to help other members when response personnel and equipment are available to respond and such assistance does not place the responding member’s facility under undo risk, and shall have a reasonable expectation of receiving assistance themselves when needed.

 

III. CIMAP ORGANIZATIONAL OBJECTIVES

The CIMAP program has been organized to enable industry in the Calvert City area to more effectively assist member companies during emergencies and to assist the surrounding community in the event of natural disaster or community emergency.

 

To establish a well-coordinated and practical long-range program for handling industrial emergencies in the Calvert City industrial complex.

 

To insure cooperation with all civic agencies to the extent that the local public may be involved or affected by industrial emergencies.

 

To establish an organization within the Calvert City industrial area which will react in a cooperative manner during emergency situations.

 

To achieve an integrated area emergency response plan which combines CIMAP emergency plans with local planning.

 

Participate in simulated and actual emergency response activities with emphasis placed on community and industrial cooperation and complete post-incident analyses as appropriate.

 

IV. CONDITIONS OF MEMBERSHIP

 

Each member shall have written emergency plans to handle emergencies of the type and severity that are likely to occur within its facility.

Each member shall have adequate personnel and equipment available to implement their emergency plans.

Each member company shall provide training to their employees to ensure that employees can handle emergencies of the type and severity that are likely to occur within its facility.

All members agree to fully compensate responding members for material and labor provided during emergencies. Equipment damaged shall be replaced or repaired to permit its return in an "as-loaned" condition.

Members shall maintain an up-to-date member data sheet. Each member is expected to list equipment and personnel available during CIMAP emergencies. A member that does not have equipment or trained emergency response personnel shall list personnel available for other duties.

Officials of member organizations will be responsible for directing firefighting or emergency activities.

All members shall maintain a base station or portable radio for the CIMAP radio network. Daily radio communication tests will be conducted. Member companies will participate as available. (Co-located facilities may share a base radio.)

Each member company agrees that, should they fail to have a representative attend two consecutive, regularly scheduled, monthly CIMAP meetings, they will be categorized as "inactive". An inactive member company will return to "active" status immediately when a representative attends a subsequent, regularly scheduled, monthly CIMAP meeting.

Each member shall appoint an Incident Coordinator to assist other facilities during emergency situations. Appendix 1 will be updated to reflect changes in personnel as needed.

Each member company shall participate in the annual CIMAP exercise as requested.

Each member company will be required to contribute an annual membership fee of $500 due the fourth quarter of the calendar year.

Each member company will be entitled to one vote, when voting is done. All votes will be completed via roll call and held only when a quorum of 60% of "active" member companies are present.

Each member company agrees to a visit of their facility on a periodic basis by a committee comprised of three or more member representatives appointed by the President of CIMAP, to ensure compliance with conditions of membership.

CIMAP members can withdraw from membership by providing the

President of CIMAP with a 30-day written notice of intent to withdraw

from the membership.
